Report on the Funds Allocated and Works Completed Based on Public Opinion in Urgut District as of the End of Q3 2025


 

In accordance with the Decree of the President of the Republic of Uzbekistan No. PQ-5072 dated April 13, 2021, "On Additional Measures to Ensure Active Participation of Citizens in the Budget Process," and the Resolutions of the Council of the Senate of the Oliy Majlis of the Republic of Uzbekistan No. QQ-666-IV dated January 30, 2024, and No. QQ-787-IV dated July 29, 2024, regarding the approval and amendments to the regulations on conducting and financing participatory budgeting processes:

A special treasury account titled "Citizens’ Initiative Fund" was established within the district administration to implement proposals made by citizens. As of July 1, 2025, the following funds were allocated to the fund:

  • 1,532.32 million UZS from the overperformance of Q2 2025 revenue projections,

  • 2,228.29 million UZS saved from 2024 and 2025 (Season 1),

  • 14,650.0 million UZS (5% of the approved total expenditures of the district budget),

Total: 18,410.61 million UZS was allocated and transferred based on decisions of the District Council of People's Deputies.


Projects Funded in 2025 Season 1:

As a result of the voting process in Season 1 of 2025, 17 projects with a total value of 25,498.5 million UZS received the highest number of votes and were declared winners.

Sector Breakdown:

Internal Road Repair Projects:

Contracting Authority: "Samarkand Regional Road Customer Service" SUE.
Total: 13 projects funded for a total of 19,498.5 million UZS.

All asphalt paving works were completed 100% and commissioned unless otherwise specified:

  1. Uzbekistan neighborhood – Chorbog and Sadaf streets – "Farovon-yo‘l servis" LLC

  2. Yuqori Tegana neighborhood – multiple streets – "Ozodjon Elegant Stroy" LLC

  3. Ispanza neighborhood – Lakkon village – "Nurlizomin Qurilish" LLC

  4. Pochvon neighborhood – Pochvon street – "Tex Nur Kafolat" LLC

  5. Xalqobod neighborhood – Qusam Ibn Abbas and Abdulla Qahhor streets – "Samarkand No. 3 Repair & Construction Management" LLC

  6. Quyi Tegana neighborhood – Bobur, Maxsud Shayxzoda, and Husayn Boyqaro streets – "Farovon-yo‘l servis" LLC

  7. Beshbuloq neighborhood – O. Khoshimov, Soyguzar streets, school and cemetery roads – "Dilaziz Kapital Invest" LLC

  8. Dehqonobod neighborhood – internal roads – "Toyloq District Road Maintenance Company" SE

  9. Sufi neighborhood – internal stone and dirt roads – "Toyloq District Road Maintenance Company" SE

  10. Jayratepa neighborhood – Marjon and Registon streets – "Best Building Industry Service" LLC (100% completed but not commissioned due to poor quality)

  11. Ko‘tarma neighborhood – Marvarid and Tokzor streets (leading to Polytechnic #4) – "Nizomiddin Quruvchi" PE

  12. Bekravot neighborhood – Fozil Yuldosh street in Zambarak village – "Dilaziz Kapital Invest" LLC

  13. Beshyog‘och neighborhood – several streets – "Farovon-yo‘l servis" LLC


Health and Social Sector Projects:

Contracting Authority: Samarkand Region "Unified Customer Service" SUE
Total: 4 projects funded with a total of 6,000.0 million UZS.

  1. Additional building for Urgut Emergency Medical Services – "Dilshoda Obod Qo‘rg‘on" LLC – 2nd floor brickwork completed, construction 70% done

  2. Major repairs of Jozmon Rural Medical Center – "Akmal A Digital" PE – roof works ongoing, construction 85% done

  3. New branch of Jozmon Rural Medical Center in Bekravot – "Dilshoda Obod Qo‘rg‘on" LLC – foundation works ongoing

  4. Adaptive sports and library complex for people with disabilities (on vacant land of the Social Services Center) – "Pristij Light House" LLC – foundation works ongoing


Projects Funded in 2025 Season 2:

In the 2025 Season 2 of the participatory budgeting process, 17 projects totaling 23.3977 billion UZS received the most votes and were declared winners:

  • 14 internal road repair projects – 20.9977 billion UZS (Uzbekistan, Yangiobod, Khojaguzar, Sovgon, Ipakli, G‘oyibota, Mustaqillik, and Uzun neighborhoods)

  • 1 school construction project – 1.5 billion UZS for an additional building at School #82

  • 1 irrigation and drinking water project – 1.5 billion UZS to install water pumps in Chumchuqli neighborhood for agricultural use

  • 1 electricity supply project – 1.4 billion UZS to improve power supply in G‘ishtmachit neighborhood

Currently, the list of targeted projects has been approved by the District Council, and project design and estimate documentation is being developed by the respective contracting organizations.
